Anyone know how ptc sites pay 2 cent per click?

Many ptc sites specially bux sites sell 1000 ads into 4-6$. That means they earn .4-.6 cents for every clicks.But that sites also pay us 1 cent per click and more 1 cent for every referalls clicks.That means they paid us 2 cent per click. How it is possible to pay 2 cent when you earn only .5 cent? Many popular sites like bux.to, 10bux,bux3,earn3 etc are included in these site.Can any one explain?
