What is this Web 2.0 thing all about?

The way I read it nobody has the exact spec. It is not a new type of code or language rather than a concept. The idea is to make sites more responsive to the viewer with the visitor determining how the page should be composed and presented. Sounds to me like a 'put up job' to get change for change sake or a bit like the IE v Netscape wars of old. I've ignored it on my sites.
