although I am not officially a professional, I have done a few sites and have some design skills. I would like to propose my service as freelance but am really lost in how much I can reasonably ask without over or underestimate my work. Any help would be appreciated. thanks!

It may help you to create a simple website for yourself with a page for your portfolio, and another with the work you do and how much you charge. That way, you have something to show to people rather than having to repeat it every time someone asks you for a website.
Maybe another page with pre-made templates and an option where people can pay you to create a custom one.

yes I had my own site before and am redoing it adding new( hopefully better) things in my portfolio and using my newly acquired skills to show what I can do also.
I am in contact already with potential customers who want to know how much I charge.
I am not sure whether to charge by the hour ( easier for me, but a little scary for the "client" or bt finished project . Maybe a bit of both...

if you are really good graphic designer i would say that you have a great future ahead of you, i dont know what you will be seek as job but earning for some graphic for some online games will be a great way to earn few bucks, i doesnt know are there any of this jobs but im solid in php-programming but really "stinks" in graphic, i have a good vision in my head but just cant get it on papier or in some graphic program
i was planning couple month ago in creating soccer manager game online in php, quit it for noq but, when i was planning i was count on finding graphic designer and pay him for pictures for my game, i would willing to pay about 1 to 5$ per picture, maybe this looks cheap from my side but its becouse i would need atleast 1.000 pics, and by working this i would add this graphic designer as co-operator in this game

I am not sure about being a " really good designer" :)I am actually much more comfortable with graphics (illustrator photoshop/ flash than anything more "coding" like php although I can make a simple whole site using html.
In fact at work I was involved in designing a java based software, my part being designing all logos/ button/ general layout in jpg/gif images and my colleague was integrating that into the actual software. I did not think it was something that could be done in another context but I think yes that could be something to consider.
