What are the little orange bags for?

In the South we had a drought last summer. Now, while we are driving around in our car, we keep seeing these little orange bags (boxes) on tree limbs in the area. Does anyone know what the little orange bags or boxes are for? The little orange bags are held on by a white or silver ribbon.

Are they on specific trees like fruit trees? Or just any old tree? I have never seen it, but maybe it's some sort of bug control device?

I wonder if they're the same things that we have out here with date palms. I know that they put little brown bags over their ripening dates. Some are cloth and some are paper. I hear that they're to keep the birds off the fruit so that they don't eat them. I don't know it that's true, but I think it works as I haven't seen any birds picking on the dates.
