SPAM - I think these people should be fined and we share the money

Im sick of getting SPAM, yes a lot of it goes into the SPAM folder on my email, or junk mail, but quite a bit slips through, and then - some mail from email groups that I did sign up for ends up in the Junk mail box. I wish somebody would bring in something that - we get paid for the SPAM, instead of having it hit our mailbox constantly, and that when we report it we get a couple of cents at the spammers expense. Then all these junk mailers, when your broke and trying to get somethign off the ground - saying they are this one and that one and they want to give you money - has anyone ever been so broke, without sending money, responded and gotten anything?. Set a trap maybe?

I get a lot of SPAM, but it's not just the e-mail SPAM that annoys me. I had to delete nearly 400 SPAM comments from one of my blogs the other day and by the time I had finished sorting through the things looking to make sure I did not miss a real comment, I forgot to post a post to the blog.
I can understand why so many bloggers set their blogs to not allow comments. Mine are filtered on most of my blogs, but even filtering them is not an answer, since then you have to sort through the comment SPAM to make sure you are not deleting a legitimate comment on your blog.
I wonder if there is a WordPress plugin that someone has to make a small donation to leave a comment on your blog? ::snicker:: Not the same as getting paid for e-mail SPAM, but would at least turn off the mass SPAM on blogs. The trouble is, it would also turn off the normal commenters as well. Maybe have it set up that if the post is approved they are refunded the money, if it is deleted as SPAM then the money goes to the blogger's choice of charity?
Just an idea.

Lol - it sounds perfect, the charity would be me for now, to get a proper farm, till I got the farm up and running. (my goal is to help people with disabilities by having them work with the animals, and produce food and other products to sell. But something should be done.
