Depends upon the type of organization you are attempting to grow. Is it a charitable organziation? Or a for profit organization? Is it a social organization intended for the purposes of bringing like minded individuals together events only?
There are significant differences in how you would "grow" an organization dependent upon the purpose of that organization. Communications is only one of the foundations or core pieces. There are many others that would be needed, many that would be needed first.
1. Charter, state the purpose of the organization so that people understand what the organization is and is for.
2. Money, for any organization no matter its purpose you will need money.
3. Organizational planning, yes you need a plan. Without a plan what will you communicate?
4. Product / Services offering, it is vital that you define what your product or service is and can "communicate" this clearly to your organization and then to your customer base. Even if your customer base isn't paying for your service it is still a customer base that you are seeking to attract so you must be able to "communicate" to them why they should work with you.
5. Ethics Statement, I know sounds trite, but in this age of poor standards in organizations having a Ethics Statement for your organizations and following it will make you stand out.
Those are the first five that come to mind. There are certainly more but without those what would you communicate?
