How to withdraw from Paypal to Philippine bank account without debit card?

I have read that it is already possible to withdraw from paypal straight into a Philippine bank account without a need of a credit or debit card. However, when I tried withdrawing from paypal, an error message always appears telling me that to be able to withdraw I must enter the 4-digit paypal code which is taken from the last digits of a credit card. A credit or debit card is needed to have the paypal account verified. I don't have a credit card. Is it really possible for me to withdraw from paypal to my Philippine bank account without a card? How?
