I think the file which you are trying to delete is loaded in the memory, that is why you are getting error message. So you have to first unload it from memory by pressing control, alt and del key once. Then choose the file and select end process. Now you can try deleting it.

I do not understand how you can have an "undeletable file".
The only 2 possibilities that I can think of are:
System files essential to Windows, which you do not want to delete.
Files that are currently in use. If you have recently played a sound file and it is still linked to Media Player you would need to close Media Player before deleting the file.
Please specify the type of file and what version of Windows you are using.

Personally, I take the quick and effective method, though a little advanced. Go into DOS Prompt and type in the following:
ATTRIB -r -a -s -h C:\Program Files\Whatever\File.exe
(Change the C:\... to the location of the file you want to delete)
DEL C:\Program Files\Whatever\File.exe
Done. That works with files that are Windows Operating Files so be careful. Also, if the program is running, be sure to end the task. Hit ctrl + alt + del and go into Task Manager. Go into Processes and make sure the file is not running.
