Is max-ptc a scam?

i requested payout on max-ptc, and now i am waiting for so long and i did not received money from this site. i searched on google and i found some sites that say that max-ptc is a scam. but does anyone know if it is really a scam site? i hope it is not a scam site because it took me so much time to get to $10.
