ASP.NET is the best software package for making a website.Its easy to program and develop database based web applications.You can downlaod the express edition of the software Microsoft Visual developer and install it on your system.Its free to download. You may also microsoft front page.Its a good oprion as well.

the visual developer install comes with a lot of help package.There are alot of tutorials online for ASP.NET and msdn dot com is a good source of information as well.
