Private Property Rights

It seems that a man bought some land that had a swamp or wet muddy land on it. He and his friends then went mudding with their trucks over the weekend. The Minnesota DNR found out and threatened to jail or fine the man for destroying wet lands. They want him to restore the land. The man claims that he does this in past years and the vegetation (weeds) grows back. My question is if this man purchased the property, is paying taxes on it and not doing criminal activities on the land why should the state tell him what to do. If the state wants to control the land and it's use then they should compensate him and pay the taxes on that portion. This is another serious infringement on Private Property Rights in the name of the environment.
