Unqualified?

If you are a foreigner living abroad it is always difficult to get work in your area of expertise. You have to pass strict assessment standards. This includes assessing whether or not your degree is comparable to their university degree. As a result, you end up working in something you don't really want to do. Or you have to go back to university for a year or two. I love my work and I don't want to do anything else. However I might have to go back to uni. I know that these countries are only protecting their own graduates but if there is a shortage shouldn't they relax the rules? Why can't they just give an exam to test their capabalities? Maybe they should also consider work experience. Wouldn't that be beneficial to all? Does anybody here have the same experience? Or have you worked with someone who didn't have the necessary qualifications and were wondering how he ever got that work?
