What is the best way to set up a blog?

Im aware of the concept of blogs and what they attempt to do. My question is in regards to how to set one up. The proper way, in order to receive a good amount of viewership. Also, is there a way to make any sort of monetary revenue.
Do you have a blog? If so, what tips can you provide me to setting one up?

I you are not the one that know much about html/CSS or other web programming the n I suggest that the easiest way to start your blog is to sign up for an account at www.blogger.com as it is very easy to set up and maintain a blog at Blogger.
The amount of exposure that your blog will be getting is entirely dependent on your efforts . To get regular readers first you have to get traffic to your blog so that everyone knows that you have a blog .
There are various sources from where you can get traffic / exposure to your blog and some of them may be :
- Forums
- Communities
- Social networking
- Social bookmarking
- Email signatures
- Other blogs ( by commenting )
And many other methods . Good luck in your quest
