boy begs for food in school and no one realises hes being starved?

I just read this off timesunion.com.A 11 year old boy in troy new york begged every day for left overs off his classmates lunch trays and also stood next to the trash cans in the lunch room everyday for scraps but apparently no teachers reported the situation to no one.The 11 year old boy decided to run away from home and told his friend and the friends parents got involved.The boy told authorities that he was neglected as long as he could remember.He said his mother treated him different then the rest of the children in there house.The boy had to ask permission to go the bathroom and most the time was told no he couldn`t use the bathroom so the boy would pee in his room.The boy also told police his mother would make him wear a diaper at night instead of letting him use the bathroom he said sometimes he would poop on his floor rather then fill his diaper up and his mother would make him eat the poop.The boy has been placed in foster care and the case is still being investigated.
