I think for something to be really romantic it has to be more individual to the person that you are saying it to.
I love you is said by everyone and is often mis used, so being a bit more clever about it is better and often more appreciated.

I don't think so, they tend to be overused and a bit cliché. Much better to show how you feel instead.
