Red ring 'bites' on dog? What are they?

My dogs, who are roughly four months old now, have some weird marks on them that I have never seen before. They are small round rings, averaging about the size of a dime, and each one has a small red spot in the middle. It creates sort of a bullseye effect. Does anyone know what this could be? The puppies both have these marks, which are down low along the belly, on the inside of the legs and lower belly where there is very little hair. The marks don't seem to bother the dogs any, and do not seem tender when I was examining them (yes I washed my hands afterward). I'm just not sure what the things are and would appreciate any information from anyone that might have seen something like this before. My first thought was ringworm as well but since you say it's not that, could it be Lyme disease? It should definately be checked out by a vet who can identify it, especially if it's Lyme disease as that can be very serious if not treated.

Was not Lyme disease, was just a simple black-fly bite. That is apparently how the bites of black flies look, tick bites can look very similar, but I know it was not a tick since there are no ticks in Alaska.
