Can we withdraw money to our bank account / card using AlertPay?

PTCs nowadays use AlertPay as their main payment processor. Very rarely you'll see PayPal (and if they're using PP, chances are they are scam sites) used as their payment method. Now my question is, can we withdraw money from AlertPay? I have browsed their site and found out that they don't accept banks from Philippines. And another question, is there any way that my funds in AlertPay be transferred to my bank account / card?
