IP adresses are the numbers in quad notation(four numbers separated by three dots) which uniquely identify a device in a network.
they are of the form xxx.xxx.xxx.xxx
where xxx can be from 000 to 255.
The ip adresses assigned to computers are reserved fo individual uses.Ex 192.168.xxx.xxx
These addresses can not be used by any domain on internet.
As you say that you have two computers connected to different internets then they can have same of different ip addresses.
Only when two computers are on a same lan segment they need to have different ip addresses.

IP address is your PC's ID to the internet, it has to be a unique one in order for your search and download to go directly to yours and not to somebody else or your other PC. There are two types of IP address, the static (fix one) or the dynamic (changing every time you log-in to the internet). Both of this addresses will be assign to you by your ISP. If you are using a dynamic address chances are you would have the same address with somebody else BUT your ISP(DHCP server) will be the one to figure out which is which.

The IP address is the address which enables your computer to be located or found in the big network called the internet. If you have 2 internet connections then you should have different ip addresses. Oftentimes the ISP gives you a dynamic ip address which only they can control so your ip address will change depending on your isp. If you have a static ip which is routable or public then you can create a webserver and serve web pages from your pc.
