Person says he/she hasn't received package

When UPS delivers a package, do they actually confirm the recipient has received it (as in: the package is actually given to the person instead of just being left on the stoop.) The reason I ask is because I delivered a package to the winner of one of my eBay auctions. I used UPS's overnight service (over $28) and the website's package tracker shows it was delivered on time. However, I received an e-mail from the winner two days ago saying he/she hasn't received it. I'm wondering if the package was sent to the wrong address, or if this person is trying to scam me.

So long as you use a tracking service you should be ok. I have had something similar happen to me when I sent a parcel to the winner of one of my auctions and the guy emailed to say it hadn't arrived. I checked the tracking number and found that it had been delivered and signed for by someone else living in the building and I was able to tell him who had his parcel. I got positive feedback too

The recipient contacted me a few hours ago saying the package was waiting in the apartment complex's leasing office. UPS told me about its policy for delivering to apartments, so I was able to pass that along to the recipient. I'm glad that nightmare is over.

usually UpS asks for a signature when they deliver if the
person answers the door, otherwise they have always leftmy
package on top of my air conditioner in mypatio and I have
'never had any packages get stolen. My patio is enclosed and
a thief would have to open a gate to get in. I bet your
person is trying to scam you.

Unless you also opt for signature confirmation upon delivery, the item will be dropped in front of the door. Usually they will say where they left it. But since you already checked with the tracking number... All you can do is contact UPS and inquire what they did. If it was left in front of the door, it may have been stolen. Or the buyer is fraudulently claiming it was not received. But unfortunately you can't prove that. Since you have the receipt and tracking number with proof of delivery (print out that page!!!), you should be fine, when the buyer claims non-fullfillment.

UPS got back to me yesterday. They said when a recipient lives in an apartment (as this one does) the package is left with the leasing office if the recipient is not in. I asked the recipient to check with the leasing office and let me know if the package was there or not. I've never had this type of problem with a delivery before.
