Home brew gas

I'm on my second batch of home brew and again, it doesn't have any real gas to it. I followed the instructions to the letter and put in the required amount of sugar. My pressure barrel appears to be pressurised, but the beer still glugs out. The only way to stop the glugging (and thereby disturbance of the settlement) is by taking the top off the barrel; hardly a good solution. Any ideas?
