Crooked Cops

I live in a small mid-western town and we have a police officer who is to say the least a vindictive liar. This man is a danger to the public. He has periods when he is in complete la-la land but yet he is allowed to carry a gun and the Mayor and others have done nothing about him. Some more than others are at risk from this mans erratic behaviour and I am at a loss as to who I should contact in the state to get this threat off our streets. The state is Illinois. I am open to suggestions. The local States Attorney knows about this and has done nothing.
