Yes and no. yes we should except responsibility, punished depends on situation...
As a father of two teens daughter 14 and son 16. I've only had one mishap with my son last year. Dumb Thing!!!
He lit a smoke bomb and threw it across a police car while officer was sitting in it doing paper work. Dumb.
He wanted to see what he would do? we'll he hand cuffed him and took to a block away from my house and gave him a 30 minute lecture. then brought him to the door. Yes, he was scared... officer took a pack of smoke bombs off him and told me to give a father son talk. Ohhh I did alright.
I can tell you one thing! this is the fastest way to get an officer after you.

I think it depends on how old the children are and what the crime is that they committed. If they are toddlers acting up in a restaurant, no. But, if they are teens and destroy my property, You betcha!

I think the parents definitely need to accept responsibility for the children's actions. Afterall, where else would the children have learned to behave that way? They either learned form the parents themselves, or from an organiztion in which the parents chose to place them.
