Have you really compared the rates side by side?
I think PayPal is the best in the league. No joke. It beats MoneyBookers, egold or AlertPay hands down.
You are only charged if you "upgraded" your PayPal account to e.g. a business one. Stick to personal and there is no charge.

I have always used Paypal and they never charge me any fees to send or receive money. They only charge you if you have a business or premier account with them. I am not sure if they charge international members though. That may be very different from the U.S. I have always had a free account with them so they never charge me anything.
