picture can only be commented by people in myLotter's friend list?

Hi myLotters! Recently I found out that only people in someone's friend list that would be allowed to comment on picture uploaded by the person. I never knew this back then because I rarely checked the photos section and as far as I remember I never made any picture comment. This is just odd for me, why myLot has this restriction? Senior myLotters, would you mind sharing some insight that I might have missed? By the way, if someone commented a picture, would the owner of the picture be able to approve / disapprove the comment?
