I, too, have had some at a Japanese restaurant. I believe I have only had it once in my life, but I remember liking it. At first it sounded pretty weird, but when I finally did get to try it, I was pleasantly surprised. You can learn all about it in this article here: http://en.wikipedia.org/wiki/Fried_ice_cream I would recommend trying it if you can.

Tempura Ice cream - Japanese Tempura ice cream
Yea. I've eaten it in a Japanese restaurant before. The Japanese called it Tempura Ice-cream. They batter the ice-cream with flour and then fried it. It tastes nice.:) Warm on the outside, cold on the inside.

I've only seen it done on television. They basically use regular ice cream and scoop it out into round shapes. Then they use flour to coat the outer part. Then they are tossed into the fryer for about 3 minutes or less. And when they're done they are nice and warm on the outside and cold in the middle. It's really creative.
