Has anyone non american used dollarat.com to open a us bank account via E*Trade?

Hey NON US residents!
Did anyone used dollarat to oen a us bank account? I relly want to know if the guide about E*Trade is true and not a scam. And do you may be know to where I should post the forms if I live in SOUTH AMERICA?? I Really need a US bank account with a debit card. Or if you arn't fermiluar with dollarat.com. Can you link me to another SITE that isn't a scam and that you have prove that it works??? I also wanna know if a postal code is necessary when I fill in the W8-BEN form? And I don't have a ssn (sosial security number). Is It necessary to put in the ssn in the W8-BEN form? OR can I just leave it blank?????

Can I do ACH transfer and WIRE FROM such bank account? I have heard that this sort of bank account is managed sub-account and not a proper bank account (like one that is being offered by payoneer - although still in their beta). Only you can ACH/WIRE transfer into the account but not out of it. You can only withdraw money using their ATM debit card. Any body has opened such an US Bank account? Then what is your experience about it?

Being from the US, I can tell you that one who is not a US citizen is not allowed to open any US bank account - which is why illegal immigrants can not open accounts here.

I heard that ameritrade is a good site or non us resident bank accounts but I have all ready found a appilcation at Etrade so now I'm just goin to have to look. I didn't go to ameritrade yet dow. I hope this info helps.
