The simplest is nerovision, you could even combine multiple movies in it with menus. If you want a free tool then try DVD Flick http://www.dvdflick.net/ an open source freeware practically any video to dvd tool. You could even add subtitles and it has a built in burner.

Depends - do you want to do it the long way or short way.
Long way: Use a program called tmpgenc to convert your avi to a files that can be used to create a dvd, then use DVDLab and make your own dvd, compile and burn
Short way: Use Nerovision, convertxtodvd or some other program like that.

Yes it is possible to convert to AVI to DVD format, for that you need to download and install one software called as "AVI to DVD Converter" from ZJMEDIA from below mentioned link "http://www.winavi.com/avi-to-dvd.htm".
