what is the best weapon?

what is the best weapon for f2p and p2p for mage, melee and ranged? what are the requirements to wield it? how much do they cost? what is special?

There is no BEST weapon. If there was everyone would use it & all others would go obscelete so Jagex hasn't created one. Each weapon & armor has it's advantages & disadvantages in certain situations. In F2P it would be one of the rune weapons ( depending on if you need crush, slash or stab ) for melea, Range would be the willow composite bow. Mage is all about the spells. In P2P there are a lot more options.

im sure f2p is based around rune scimi, baxe and 2h.

The rune long & warhammer also figure in also. The long is a well balanced weapon & the warhammer has good crush. The mace also has the advantage of greater speed than the other crush weapons & a prayer bonus.

probably the rune scim on f2p cause its a good balance of speed and strength and its about 15k
