A few suggestions for you. First of all, if you are free feeding dry food, stop. Feed canned only at meal times. A cat needs to eat half a small can of food 2X a day, morning and evening.
Next, see if you can get your cat to follow a string pulled around the house. If so, you can give your cat some exercise. Just walk around dragging the string. A lazer light pen also works. I've never know a cat to resist this. You can sit down while he runs around.
You can mix mashed French cut green beans into his canned food. I did that with my fat cats and they slimmed down amazingly quickly. Start with a teaspoon and reduce the amount of canned food by that amount. The cats didn't mind the beans and got filled up without the calories. Don't do more than half and half so that your cat gets the necessary nutrients.

i usually try to get them new toys that interest them.something like a batta-bird,or even a piece of yarn will inspire them to play and get at least some exercise.even the laziest of my cats couldn't resist the yarn for long.

Oh dear, one thing I have learnt over the years is a cat is the most independent creature in the world, they do what they want to do and don't do what they don't want to do, I think most cats are like your cat once they get past the kitten stage...

That cat of yours has it good...
Your company, good food, two other cats to play with if he chooses and still, he just sits and sleeps except when he has access to that cat nip and then he rolls on it in glee and gets a little exercise scratching it and rolling all over...
Then he sleeps again...
He is so cute to watch.
I am missing seeing him and petting him and the other two ones...
I would have thought if they developed a cat treadmill with the lure of his favorite food item he would go for it for one brief moment at least before he gave up to go lie down.
A pet harness with a little stick with a food item he likes held out in front of him as you walk him might work... but I know that he would tire of that in a hurry and be resistant to any harness, a dog size harness though would fit him as he is one big, but smaller than he used to be, cat.
Perhaps a game of find the cat nip and switching the places where you put it to make him climb up and down stairs more would work. That would probably make him use his head and his muscles more as he would have to find out where you put it. Giving him new things to do might just break up his bordom and make him more likely to move around.
