in my opinion, exam is definitely mandatory to know a new language. once you learn these type of things, you always think that it is a second fiddle. so in the long run, we tend to ignore them. so, if there is the pressure of exam, we will learn them with more and more seriousness. so exams ought to be a necessity in such a setting.

It is not necessary to learn new languages if you don't need it and if your profession has nothing to do with it. If it is your hobby and liking then you are always welcome to take pleasure of learning new language.
But let me tell you something very important. I have heard that when we become old and our brain start loosing memory then to keep our brain active and healthy, learning new languages is the best way and it helps a lot. It is like you are going to school again and many old people remain mentally healthy if they use this method as their time pass. Lastly.....learning is always good, if you have time and energy, you can surely keep learning more and more. By learning we will only gain and not loose anything.....
