Why Senior citizens awarded Special Benefits..?

I don't have any idea about the other countries.. But In india, All the people those who crossed the Age of 55-60, are elegible for the 30% to 35% reduction in the Rail Fare when they are booking the Tickets.. and when they travel in the Train, if TTR ask for the proof, they have to show their age proof. And also in the Banks, those senior citizens will get addition percentage of Interest for their deposits and other savings account. Like that in all area of Senior Citizen's will get special benefits from the government. Why they have been awarded these benefits..?? -- Since they doesn't have a regular income.. -- Since they doesn't have a people to take care -- Since they will not be able to survive independently.? -- any other reasons.. I have indicated some of the points it may or may not relates to the discussion.. if it is wrong, you just indicate the correct things.. And also, these benefits has been given to the people those who are having more money, but the people in the villages, very poor Senior citizens, what was the benefits they used to get from the Governments..?
