To answer your question, yes they really do pay and it goes into your Paypal account whenever you reach your chosen minimum payout. No one knows exactly what the algorithm is for determining payment per post except the admins and they won't tell. The average seems to be around a penny or two for every post whether it be a discussion you start or one you respond to.
