What causes pictures to go to x's?

Some of my sites I have lost pictures. I know it has something to do with tools. Been awhile since I have had to fix it so I have forgotten what to do. Thank you for the help.

Either the link to the photo is broken, meaning it no longer exists or it wasn't put up correctly, or the site where the phot is located is way too busy :)

There is a way to fix it in tools. Where you get graphics back on your web pages.
