Cutting of Motorway Grass Verges.

In the UK Health and Safety rules have gone ccrazy in so many ways. However with all the driving I have to do I really can't understand the cutting of these verges either along side the road or in the central reservation.
The health and safety aspect is that they now have to cordon off the lanes that they are working near. So initially I do not understand why a hole lane of a motorway will have cones when there are just two men working on a small portion of the road. I can't imagine this is cost effective for industry, slowing motorists down getting to their destinations and often using more fuel by having to change to lower gears.
Secondly after these are cut the rubbish that was held in them is strewn everywhere. They do not clean up before or after this process.
Thirdly, they looked nice prior to cutting. Wild grasses and flowers sitting alongside the roads. Afterwards they tend to look butchered.
However my main concern is.... wouldn't it be better to leave them as it, surely they help to absorb the carbon and pollution that is put out by our vehicles.
I would be interested in anyones thoughts on this?
