Should you pay for dialing a 1800 # from your cell phone

Hi, in this discussion please give me your opinion regarding the issue that if you where to dial a 1800 # from your cell phone you get minutes used. Aren't this 1800 # service already paid buy the holder oh the #. Or you think is fare for both parties to pay for the same service. Lastly even though they count as minutes used aren't this the same as been charge for them. So what's the deal what can I do, What can we do as a community?
