It may depend which country you are in, what backend support you need and what type of content you are providing. I'd always recommend going with a host based in the same country as you. Check all the options to make sure a potential host can support the various features your websites needs now ... and any you may need in the future i.e. SQL, PHP (with those two check the versions). What diskspace and bandwidth will the site require and can you update your hosting if you need more. Finally, hosts have varying rules regarding the content you deploy on your site. This is not just for adult material or downloads but also for the type of use and users your site will attract. In all cases you should check the net for reviews on any you consider. I think you should check out godaddy.com. They have the best and the cheapest hosting plans. Well I never tried any hosting service but my buddies did and they have recommended godaddy. The payment option on godaddy is through paypal and for the minimum payment's information you should check out their website.
