Someone announces a raid by police in the night club. People Stampede toward the exits.People got killed. Would you hold the person who made the announcement over the PA system responsible? Two minors and three police officers among dead

Thirty-nine people, including club owner, are arrested

That is a rather ambiguous call for me. One one hand, the PA announcement preceeded the panic much like shouting "fire" in a crowded theater. On the other hand, the police raid would have initiated the stampede a moment later, so the issue seems only to be a matter of moments.
Specifically, if we are to hold the person making the announcement over the PA responsible, it seems we must also hold the police officers responsible for the deaths. After all, the deaths would not have happened if they were not raiding the nightclub.

I would definitely hold them responsible for announcing it to everyone. It sent them all in a panic. That is awful that alot of people lost their lives because of the stampede. They may have been able to handle this alot different if the person hadn't sent them all in a panic.

I heard about this on the BBC World Service last night. What a sad story.
