can you tell me how to improve my english?

i am a chinese,and i really want to improve my oral english,can anybody tell me how?
maybe the best choice is to speak more ,especially to more foreigneers whose mother tongue is english,but it is hard to find more than one froengneer in this area where i live.what can i do?
oh,by the way,i am a chinese poor guy,if anyone has a little interest in helping me improving my oral english,i am gonna give him or her all mylot earnings!it $0.10 now!and will be increasing day by day!

Don't give anyone your earnings, you're going to learn enough English by reading this site.
Obviously you can read phonetic English, that's a huge start. I learned to read Spanish and German by reading letters and signs. I cannot speak either language, lol, but being able to read it helps.
BTW, where do you live? Many urban areas have classes for English even for non-Americanized students.
