the reason why they limited my account because as they say " your account is being used by a third party "

Yes I had my paypal account limited because I had a website that was built due to purchasing some software and they felt that it was not a website they wanted to be associated with. I did not even know that it existed until they pointed it out to me.
I finally spammed the guy so that he would take down the stupid website (It was just a webpage that was it). and it had Paypal listed ALL over it.
Well once that got done and over with and the page was taken down (Only after 4 to 5 months) I finally got my full access back to my paypal account.
It took awhile for me to do it but I finally did it.
I would request more information from the email to Paypal as they should be able to tell you more than just what you are saying.

I think it is their new security system. You can resolve it by checking into your account and resolving the issues. It is really pretty easy to do although time consuming. I just did mine and am waiting for a mail confirmation on my address. I hope this helps you with your account.
