The ongoing how to get referrals question....... Is pay for sign ups a solution?

I have for a while now been thinking of buying some referrals. But as many else here I have a big problem to decide wich ptc site to invest in. Anyway on my way around I have seen these sites offering pay for sign ups. Do anyone have any experience to do so and what does it normally cost? I found this site a couple of days ago offering 10 sign ups for $ 1.5 and that seems very cheap to me or what???? Actually it is much much cheaper than buying referral packages. Do you think I will get active referrals out of it?

Just a quick update on WTR. I have now 3 out of 10 sign ups and also got 4 sign up requests that I have denied since they actually did not sign up for my downline builder. I guess the main thing with this one is that you have to promote a program were you are able to check your downline to see if people have actually signed up before you accept.
