i dont understand either what do u mean bout "format"?if u stands for HTML,PHP,or any Web programming.i think u should try build it with CSS combine with HTML n PHP script

Sorry, I do not quite understand your query. Format for web building would be HTML. Other application will varies like Java and so on. You may want to start a blog first with the blogs provider like wordpress or blogspot. Cheers.
