Picnics are always enjoyable - especially at a park where there's a playground.
Roller skating (outdoors or at a rink),
swimming (pool, lake or beach),
bike riding,
horse back riding (if there is a place that offers it cheap in your area),
camping (can be done in your own backyard too), bonfires,
garage sales (having or shopping them),
hiking (includes bird watching and animal spotting. Can be done at local parks or drive to a larger state park)
Fishing (can include frogging, shell collecting, bug catching)
Hope this helps!

Oh forgot indoor stuff!
Build a fort (sheets, tables, couches or chairs)
Baking (big things are fun to do together, but small individual things like mini pies, mini cakes, etc allow them to customize to their own personality)
Scrapbooking (I don't care for it myself - but it's pretty popular with most girls these days)
Other arts and crafts (including sewing, paper crafts, beading, clay, etc.)

Do you have any local zoos, museums or things like that? We have a great science and nature museum nearby that is great for kids of all ages. Look in your local paper or online at your community's website for ideas. Lots of towns and cities have family fun days, town wide events, pot luck events, concerts in the park, car shows. Keep an eye out for things like that. They can be a lot of fun.
