Should the US have advertisments in blocks before and after shows?

I have heard that in other countries, Europe for instance - that tv advertisements are contained in blocks before and after a tv show. This means you could actually turn on the tv late and turn it off early in order to avoid advertisements at all. I think this would be a great thing.
Of course, so many of us have things like dvr and tivo, and I know that in general we just record our shows and then fast forward through the ads anyway. It would be nice to choose rather than be bombarded all the time by all this stuff.

that's what I was used to before I came to Canada. It was actually a bit complicated to get used to it at the time.
I was used to watch a movie on tv in two parts - maximum 3 if it was a big one -. The movie would stop halfway for the commercials and then start again until the end.
I think one of the things that put me off TV might have been the way it is done in here, with more commercial breaks than minutes of movie. I don't have the patience for it.

No because than I can't hurry up and go and get a drink or go to the bathroom before the jury makes its decision... yea I'm a Law & Order fanatic...
