Is it easy to get tourist visa for Ireland for Indian nationals?

If not then which European country is relatively easier to get tourist visa for visiting 10 days or so. I wish to meet a friend, she's from US and don't need visa for any European country. But I need it so I need to know which country's visa is relatively easier to get.
