i have joined paypal 2months ago. But paypal is not activated yet. I have no credit cards. Also when I want to add funds to paypal it denied to accept visa electron debit cards.

You can still receiving and sending fund, just you can't withdraw the money in paypal without credit card, debit card or banking account.

That could be a problem but you could try getting a solo card if you can, that is what i used to cerify mine. Perhaps you have a friend of relative who will verify it for you or one that can help. Otherwise i dont know good luck!
