Sea tragedy in the Philippines, who to blame?

last June 22, 2008 Storm Frank causes a Ferry named Princes of the Star sank in the Philippine Sea and more than 700 passengers aboard the ship are missing, and only 60+ survivors are found. who is to be blame? 1. the coast guard 2. the Ships Management 3. the wheather forcast agencies 4. the Ships Captain?

there right. no one is to blame. I think its god's will. Im also from philippines so i know that story, many lives were gone because of that. And in fact not only that ship has been defeated by the typhoon. I think there are 9 sea ships are wrecked annd crews that killed by FengShen.

no one to be blame. Thats is a tragic incident. Hope their soul rest in peace and to the surviver hope their can forget the incident.

For me i think there's no one to be blame, it just need some strict policies to whom it may concerned. so it will not happen again.
