My Annual Review Is Overdue

My annual review was up on June 4th. I still have not received it. I brought it up to my boss last month and he said he wanted to wait until the end of the month. Long story short...I have deadlines and quotas that I have to meet for my clients by the end of each month. I normally do very well and achieve this or come very close within my projection. My boss told me that he wanted to wait to administer my review until the end of last month because he felt it would be another "great month" for me and wanted to add that to my review. Here is the problem, I bombed out last month! Now I am afraid that last month will affect my review and the full potential of a raise. Does anyone else have any problems when it comes time for your annual review. Are they done on time? Are they fair?
