Are you plugging it into a USB port directly into the PC, or through a USB hub? I had a hell of time with mine till I realised it needs to draw power directly from a main USB port.

directly into the PC, I tried my 4 ports and yet I did not see the "Do Not Disconnect" on my Ipod, and windows does not just recognize it. And if it recognizes the Ipod, it tells that there is an issue.

Hmm, completely different problem, then. It COULD be that your iPod is corrupted somehow, and while it'll work perfectly well on its own, the boot sector when it's connected to a PC isn't readable, or something. If that's the case, you might need to hard reset/format it. Before you do that, though, I'd have a dig about on apple.com, they've got tons of helpfiles on there for all models of iPod.

I tried looking for apple's support, but up to until now, i've only been linked on the 5 R's site, we had problems with this on my brother's computer but he worked it out, but now I am studying far away so I can't really see what will happen.
