I guess, Bob meant to say, "don't cry woman" since the lyrics says "Woman, little sister, don't shed no tears". As I've known years ago, the title in Jamaica is "No Woman, Nuh Cry", "nuh" which means "don't", so it must mean, No Woman, don't cry :)

No woman no cry, means Please, woman, don't cry. He is speaking patois, a corruption of English.

I saw a documentary on Marley a while back and it said what the song was about, I forget what the message was, but it was deep. Look up and watch a documentary on him and you will find the answer.

The first time I was introduced to this song I also though the message was if there were no woman then there is no reason for men to cry. Someone corrected me and told me it was actually a song for woman, it was more like a promise that no woman will cry again.

I don't know if you noticed it the same, that Bob Marley songs are all about if not oppression, there's something to tell about politics and the like. No Woman No Cry tells of the harrowing experiences of the residents of Trechtown when he was just a kid. There he saw the real meaning of life and politics as well that while the boarders of trenchtown (trenchtown is some kind of a ghetto) eat cornmeal porridge, people in position (politicians) can have all the things they want to have in life. "No Woman, No Cry" is a personification of the reality that means, "there is no sorrow, pain and all the hardships in life if only there were no greedy politicians hungry for power and money". I hope that explains it all...Long Live Rasta!...
