Can't get down to work

I've been really struggling lately to get down to work in my job. I'm really demotivated. The company is restructuring, people are leaving and it is generally not a healthy environment. I feel like I'm constantly experiencing an internal conflict. I'm putting a proposal together for something that I don't totally believe in. But I have to do it becuase it's what "business" wants, in fact it's a request from the CEO. With my manager we are trying to put research and several options together to show why what "they" want will not work (it's not best practice etc) but I guess I feel that it doesn't matter what we say, they want what they want! This is the second proposal we are submitting. We tried giving stats end even legislative requirements before we just got sent back to redo. So in this current state I'm not very productive and that is also causing internal conflict because I don't like being and feel bad that I am less productive than I could be. Any advice? Please help.
